I had this exact problem ("please verify the changes and resubmit") and asked Apple support. They replied with the following advice: please submit your requested information consecutively - up to four times And it worked! I checked my address, then clicked on "Submit". Then I repeated this four times. After clicking the submit button for the fourth consecutive time, it finally went through.

I had this problem and, if I remember correctly, it boiled down to not having something properly signed in https://appstoreconnect.apple.com/agreements/. It wasn't obvious at all, so I suggest you go through everything there even if it looks like you're good. I wish I could help more but that's all I remember.
