I am seeing a very similar issue.
I created a ONE_TIME_SNAPSHOT Analytics Report Request through the App Store Connect Analytics Reports API, but the report instances are still empty after several days.

The request itself exists and stoppedDueToInactivity is false. The reports relationship is available, but the main reports I checked still have no instances:

Creating another ONE_TIME_SNAPSHOT request returns 409 because an existing request already exists.
I contacted Apple Developer Support, but they said they could not investigate the technical details and suggested Feedback Assistant or Developer Forums. I also submitted Feedback Assistant report FB22810076, but I have not received a useful response yet.
This seems different from the documented privacy threshold behavior because the Standard reports are also empty.
Has anyone found a way to recover from this state, regenerate the stuck request, or have Apple reset the backend state?
