Reply to Can't enroll in developer program
Title: [POSSIBLE FIX] Apple Developer Program payment authorization failed, multiple cards declined I spent hours trying to pay the $99 Apple Developer Program enrollment fee for my company. Multiple cards failed with "Payment authorization failed" and "Card issuer could not authenticate." My bank confirmed they weren't even receiving the transaction requests. Here's what finally worked for me: Sign in to https://account.apple.com using the same Apple Account you're enrolling with. Go to Payment & Shipping. Add your payment card and make sure BOTH your billing and shipping addresses are saved correctly. Return to the Apple Developer checkout and try again. I used a Chase debit card. I also discovered another workaround: after the first failed attempt, don't refresh the checkout page. Just re-enter the CVV and submit again. This got me to the bank's OTP verification, although the transaction still failed afterward. The actual breakthrough was updating Payment & Shipping in my Apple Account and retrying with my Chase card. Apple finally generated an order number and emailed me "Your order is being processed." My organization membership is still pending, so I'll update this post once it's fully activated. I can't guarantee this works for everyone, but if you've tried multiple cards and your bank sees no transaction attempts, give this a shot before wasting more time switching banks and browsers. Hope this saves someone a few hours of frustration.
