We are also experiencing the same issue. Everything was working fine earlier today.

We have also been experiencing the same issue since this morning.

Although I'm not seeing the exact same issue, all of our Xcode Cloud builds since around noon (EDT) today have not appeared on TestFlight yet. Our Xcode Cloud workflows have TestFlight Internal Testing as the last step and in all cases that step is showing as "In Progress". There is definitely something strange going on with TestFlight at the moment.

Our team is experiencing the same thing. We have jobs that have hit the 120-minute limit because Xcode Cloud is failing to launch test devices.
