Same issue here. I get this error right at the first step before entering any card or personal info: “Your enrollment in the Apple Developer Program could not be completed at this time.” I already contacted support and opened a case, but still no clear response. I don’t want to create a new Apple ID, I just want to use my existing account. No explanation or solution so far.
