Go to the Apple Developer site, find the contact link in the bottom footer (this is different than general support who can not help with this.)
Log into your account, and request a call via the options in your existing case.
They'll call back in a minute, so have your ID at hand as this is why it's not approved yet. They'll send you a link while on the phone.
Upload your ID and you'll have access to your account pretty much right away.
