Did your issue was resolved? The same happen to me too, long story short, my game got approved but the IAP are still in waiting for review, try to change the localization name once and save it, submit for review should open, returned the localization name as it was before and submit for review. I think after you submitted the app first time it was rejected and you resubmit it for approval but the IAP was not submitted with the main app.
