I had the same issue, was able to find a work around: Sign off from your developer app You should see an option called "Enrol Now" It will ask you to login using your iCloud ID (the same as the one you used for your development account)- login as prompted You will be prompted to pay using Apple Pay (the payment details you have added in your iCloud account) Go ahead with the payment- Your account should renew after payment Let me know if this works.
