Thank, Albert! I did connect with them, they directed me to Apple Support since its an apple account issue. But they couldn't figure it out either. Albert, do you know if these steps might work? Create a new Apple ID using a personal Gmail (VERSUS my business email domain) Use that personal Apple ID to enroll in the Apple Developer Program Associate my business/company information separately (business address, website, DUNS, etc)

I have not! It is so frustrating. So just to confirm, when you fill out the form to set up a brand new Apple Account/ID, and enter in your name, personal info, and business/custom email, upon submitting you receive the same error? I wonder if something about our business email domains is blocking it?
