Did you ever resolve this? I just started developing my first app, and I enrolled in the Apple Developer Program in December 2025. Every time I try to access App Store Connect, it redirects me to iTunes Connect. From there, if I try to click on the Apps section, I'm sent to https://developer.apple.com/programs/ and the loop continues

Eventually, I got an email from Apple with the subject line "Welcome to App Store Connect." From the moment I enrolled, it took about 12 hours to propagate my access.
