I'm seeing the same error and I do have a paid account, and I'm the Account Holder/Admin and the only user on this account. There are no license agreements for me to agree to, and I've made sure I've completed all forms in the "Business" section of App Store Connect. I also see "Your request to access the App Store Connect API was approved." before I try to generate a new API Key here. Here's the error I see: API Keys cannot be created due to an invalid Program License Agreement. Please update this agreement and try your request again.
