Like others I'm a small (single) developer. Same problem. Don't want my phone number floating around to get more spam calls than I already do. Decided to just drop EU member states (24 of them) from availability. Not worth paying more to keep my privacy than my app makes. Not worth the privacy violation. I also agree, this is eroding the small developer business. While it's understandable it is still really sad to see it go this way. The little guy gets crushed once again.
