Yes, but I think bounds values aren't enough to tell if a window is fullscreen, right? For example, when the menu bar is hidden, or on a MacBook with a notch, a maximized window is also eligible (the window size is the same as the screen size), but they are not in full-screen mode. Not to mention there is also a split view mode in fullscreen.
