I most likely didn't put my question properly. I mainly want to know why CPU sometimes has 3-5 times worse performance. Is there any energy saving mechanism that can be causing that? Maybe the fact that the process does not do any work causes it to be put to sleep somehow? And then it takes a while to restore it to full efficiency?
