I have the option to call them. But I haven't tried it. It allows one to provide their phone, and they call you. The option only becomes possible during valid office hours depending on the id's country.

Creating a second account does not help. I think there is some problem with the first account, unknown to us. So, any related new accounts will also be tagged. Have you done something wrong with the first account that may may violates the developer agreement?
