I am informing you about the solution to the problem. https://developer.apple.com/ -> Development and Technical -> Certificates, Identifiers and Provisioning Profiles. (The section I chose when writing my appeal) I wrote my message from my developer account. They answered me quickly enough, within a few days. I described in detail that I had paid for the subscription and everything was fine. I attached a link to this discussion on the forum to the letter so that the technical support agent would understand my problem more clearly. In response to the email, I found out that my Identity Card in the region where my developer account is registered was expired. I have received updated documents, it can be a passport or a new Identity Card. After that, my account became active again, I can upload builds to the Connect App Store and pay for the developer's subscription.

I have the same problem, I called on the phone, they told me to write to the mail, because they don't solve problems for developer accounts on the phone, but only for ordinary users. As a result, I wrote to the mail, I hope the problem will be solved quickly.
