Early , my vpn app was removed from China App Store because it includes content that is illegal in China.
And the Apple review team ask me to provide a valide license from the the Ministry of Industry and Information Technology (MIIT).

Dear Developer,
We are writing to notify you that your app, XXXX, will be removed from the China App Store because it includes content that is illegal in China. As you may know, the government has been tightening regulations associated with VPN applications and since 2015 has required developers to have a license from the Ministry of Industry and Information Technology (MIIT). You have not provided a valid license from MIIT.
In order to return the app for sale in China, please provide us with a valid license. You may find application requirements and forms available from MIIT at this website: http://www.miit.gov.cn/n1146285/n1146352/n3054355/n3057709/n3057713/index.html
Although your app has been removed from the China App Store, this will not change the availability of your app in any other stores you selected in iTunes Connect.

------------------------------Time line , two month later after my app is removed from china area---------------------------------------------------------
Now ,my company get a valide VPN license from MIIT. So I submit a new version , and in App Review Information section, I append the VPN and Business license screenshot of my company, and in Notes text field I explained the attachment , and said want our app return for sale in China.

But The result is the new version submit is passed silently. But still not avalible for China Area. They just ignore my request in the notes?
If what my provided is incorrect , they can reject the binary, and tell me what is wanted.
Since the app is passed, the resolution center entrance is not open.
This nothing I can do, so I submit a new version again, and hope they noticed my request.
Now I've submit three times already ,still no luck.
Can anybody help me?
