I have a solution

Support told me to double check, whether my secure phone number is from the country, my Apple ID is registered in. When I changed my number to one from my country, it worked.

Make sure, a phone number from the country your AppleId is registered in is connected with your ID.

Same problem. Don't understand what i have to do.

I think I was able to figure it out.. if it sees your company name in the email, (be it domain or actual email name) it is rejecting and gives error "Your enrollment could not be completed."

Try enrolling again with your personal email or any random email that doesn't contain any company name. It worked for me.

I am also getting the same error while create account for the first time from pakistan. It shows this error when i accept terms and condition after account type as personal.

Same problem hear too. They simply replied with the answer that they have given to everyone.

the funny thing that all previous guys have the same issue, and non of the apple support team has answer. me too same problem anyone have solve this issue ?

The only way to do it is just if u have an iPhone. then download app developer from there u can process to success without any issue. BR
