Why enroll so hard? For over one year I still can't enroll to be an apple developer. Can you believe it?

I am a developer from china and I want to enroll as a developer use the developer app.
Every time I enroll and submit my data, the app told me to contact the support team. But support team can't told me what data is wrong and how to fix the problem. They just told me register another apple id or switch another device and no help?
Over one year and I still don't know how to fix the problem. I mean, ***? This is the worst service ever.

I think apple don't want us to create more developer accounts
Hey! Sorry this is happening. I would contact apple developer support, via your appleid email, that you use for the enrolling in the developer account and explain the issue to them! They usually reply within 2 business days. They will most likely ask for your government-issued identification, or a type of identification if a government-issued ID is not applicable.

Head to the link above, and click on email. Make sure your signed into the appleid on the account that you have trouble enrolling with. Within 2 business days, a support representative will email you there, telling you what your options are.

I just contact the china developer support and let them known my issue again. They are kind, and told me to supply my data like ID, device SEID blalblala. I supplied and wait for over two weeks, two weeks!!!! This is not china support team's false because I know they have to wait the US team's reply.
And you know what? They let me enroll again, and the same sht happened! F, I don't want to be rude but I have to. F**
