When you've solved the problem, you need to re-submit the app to App Review for them to consider again. You can't initiate this just by emailing someone.

Presumably they believe that the problem is not resolved.

Just telling them that it is resolved is not sufficient, they need to actually see that it is resolved when they use the app.
