"Unable to Add for Review" DAC7 Error, can no longer submit App Updates

Hello everyone,

Since roughly 12 hours i can no longer submit updated to my Apps, i always get a "Unable to Add for Review" with "To submit new apps or avoid potential payment blocks, add compliance information for Directive on Administrative Cooperation–7th Amendment (DAC7).".

I of course already a few weeks ago went to the Business sections and selected "No" as it does not apply to us. I tried a lot but cannot make submissions work. I also contacted the Apple support but got no Feedback yet, does anyone have the same issue?

What i tried:

  • Switching DAC7 from No to Yes and then back to No again
  • Private Browsing (Cache reset)
  • Checked all other Agreementes, all is fine and "active"

I fail to see any issue and assume it is an Apple central issue as they 1st of April rolled out the new DAC7 compliance check.

Now i am honestly scratching my head. I just managed to submit an update for another one of my Apps, however the one that the DAC7 problem initially still fails with the same error. There is no difference. Both apps are new and first-time submissions, same global availability.

How can this DAC7 compliance be an issue for just one app but work for another, this sounds like some backend issue at Apple.

Again i would be happy if anyone else can just confirm this as well.

Thank you for your reports regarding the issue of submitting a form in the EU and still encountering the error message indicating that the form was not submitted. We are currently investigating this matter and will be contacting the relevant team. However, we would appreciate it if you could provide a bug file from the EU country where you submitted the form, as well as a few screenshots of the issue.

I am also having this issue in Belgium, why is app store connect so buggy one could even assume this is not an apple product the way the quality is completely the opposite of every other apple product

I have a ticket open since this morning with the ID 102858856688.

I can confirm the error persists to this very moment. Two apps worked (one update, one new submission), one consistently does not, giving the DAC7 compliance error. Again, it does not make sense that compliance triggers app-specific errors. I am happy I am not fully blocked in at least releasing updates to my apps, but still, this is quite bad, and I would be happy for some help.

Btw., posting here works only 50% of the time. I often get "Your post couldn’t be saved. Please try again in a few minutes." and then my post is just lost. It comes from your backend. Some weird glitches right now. Hope this gets more stable again soon.
