My Apple Developer Program enrollment has been pending for 2 weeks. I've submitted my documents over a week ago, but have still not received any update! Please address this as soon as possible.

We're also waiting for over a week now. We were also asked to submit documentation even though our company is in DUNS and been operational for years. We've also submitted a support request but haven't heard anything back. They support request will be answered within two business days, but received nothing yet.
A response typically arrives within a few days, though the process can occasionally take longer. Two weeks is actually quite normal; while Apple might suggest that it will take 2 days,but that isn't always accurate. For example, Apple Business Connect verification often takes 1–2 weeks even when the dashboard indicates that it will take 5 days at maximum.
