Also this form link https://developer.apple.com/contact/request/storekit-external-entitlement-ru/ (Distributing apps in Russia that provide an external purchase link) always redirects to a page saying:
Your account can’t access this page
You must be the Account Holder of an Apple Developer Program for Organizations or an Apple Developer Enterprise Program to view this page..
(https://developer.apple.com/unauthorized/org-account-holder/)
Even when accessing from Account Holder role.
