Issue with enrollment

Hi. I have submitted all required documents, and paid the yearly fee but now my Developer application on iphone and mac say that "Enrollment through the Apple Developer app is not available for this Apple account" and to visit website.

When I visit website it wants me to pay again to continue. Is that normal?

In my Apple subscriptions I can see it already active, and it for sure was paid, eg. deducted from my bank account

Can you even see my posts? I didn't even get confirmation that anyone is looking at my case... like so many other topics here

Is there something wrong with my account, or verification, or documents? My Apple account is like 10 years old, you have my credit cards, address where you shipped me multiple items and so on. What is going on?
