Hello, when i tried to join apple developer programm first time. I had a problem. After clicking the final button i got "We are unable to process your request. An unknown error occurred."

What the problem? I even add that card in ApplePay, so i cant imagine what the problem?

I am from Georgia (Country) Is it problem in Mobile Phone Number (not Georgian) or what?
