Enrollment stuck 2+ weeks: charged, but address verification upload link is broken ("account isn't authorized to upload files")

Hello,

I'm stuck in the middle of my Apple Developer Program enrollment and cannot move forward or backward. Timeline:

  1. About two weeks ago I enrolled via developer.apple.com/programs/enroll and my card was charged the full membership fee ($143.95 CAD).
  2. Shortly after, I received an email from Apple asking me to verify my address details (my Apple Account previously had an old address in a different country; I updated it to my current Canadian address the same day).
  3. The email contains a link to upload verification documents. That link leads to developer.apple.com/contact/ (File Upload), which shows: "Sorry, you don't have access. Your account isn't authorized to upload files." — so I physically cannot submit the documents Apple is asking for. Tried multiple browsers and devices, same result. I am signed in with the same Apple Account I used for enrollment.
  4. Enrollment through the Apple Developer app is also unavailable: the Enroll Now button is disabled with the message "Enrollment through the Apple Developer app is not available for this Apple Account" — presumably because of the pending web enrollment.
  5. I have submitted 4 support requests through the contact form over the past two weeks. No reply to any of them. A phone call to general Apple support did not help either.

So: I was charged, I cannot complete verification because the upload page rejects my account, and I cannot re-enroll because the pending enrollment blocks the app flow.

Could someone from Apple please authorize my account for the document upload so I can complete verification and activate my enrollment?

Update (6 weeks in, still blocked):

Since my original post, I've worked through multiple Developer Support advisors and completed every step they asked, but the enrollment still fails with the same error: "Your enrollment could not be completed at this time" (immediately at the identity step, before any payment, even in clean/incognito sessions).

What's been tried, with no resolution:

The original stuck enrollment was withdrawn by support. Updated my trusted phone number to my correct country code; confirmed account country/region and address match my invoice. Uploaded a government ID + proof of address via the official Send Files link (confirmed received). Support flagged a trusted device shared with a second personal Apple ID of mine (which has no developer enrollment). I separated the accounts: different trusted numbers/addresses, updated billing, removed the shared trusted devices. An advisor reset the relay and un-withdrew the enrollment, then asked me to retry — same error. After that, no response for over a week.

Payment has been complete the whole time. It clearly needs an engineering-level fix to remove an account block that front-line steps can't clear. If anyone from Apple or anyone who solved a similar "trusted device shared across two Apple IDs" enrollment block could point me in the right direction, I'd really appreciate it.
