I'm attempting to enroll in the Apple Developer Program as an Individual. During identity verification, I'm asked to upload a photo of a government-issued ID or passport, and both document types are failing with distinct errors — not a generic failure, but two specific, different rejection messages depending on which document I try:
For my government-issued national ID card: "An error occurred, the photo of your ID didn't upload. Please restart enrollment." This message repeats every time, regardless of how many times I restart and retry.
For my passport: "Upload error, your identity could not be verified because the image you submitted is unclear or obscured. Please try again."
Both documents were photographed carefully following Apple's own on-screen guidance for lighting and framing, and the resulting images are genuinely clear, sharp, and fully legible — not blurry, glared, cropped, or obscured in any way. I have retried multiple times with fresh photos for both documents, with the same two errors recurring consistently each time.

- Can this be escalated to the identity verification team?
