Apple Developer enrollment blocked for 3+ weeks — support has not resolved “Unable to Continue”

I have now been trying to enroll in the Apple Developer Program for more than three weeks, and this is becoming extremely frustrating.

Every single time I open the Apple Developer app and click “Enroll Now,” I immediately get:

Unable to Continue Contact support at developer.apple.com/contact/

That is it. The enrollment process does not even begin. I cannot reach identity verification, enter enrollment details, or make the payment.

I contacted Apple Developer Support as instructed. After waiting for responses, I was given a standard troubleshooting checklist. I followed it thoroughly.

My setup:

  • MacBook Air 13-inch (2024), Apple M3
  • macOS Tahoe 26.6.2
  • Latest available Apple Developer app
  • Same Apple Account signed into macOS and the Developer app
  • iCloud enabled and working
  • Mac security requirements enabled
  • Stable internet connection
  • Different network also tested
  • Developer app completely deleted and reinstalled
  • Mac restarted and enrollment attempted again

Nothing changed. The exact same “Unable to Continue” message appears immediately after clicking Enroll Now.

At this point, repeatedly being given basic troubleshooting instructions is not solving the problem.

What is particularly frustrating is the support experience. Email responses take an extremely long time, the responses so far have not addressed the underlying problem, and attempts to reach Developer Support by phone have gone unanswered.

I have now been blocked from purchasing an Apple Developer Program membership for over three weeks, despite having a compatible Mac, a working Apple Account and iCloud setup, and having completed the troubleshooting requested by Apple.

I am actively developing an iOS application, and this unresolved enrollment problem is directly blocking me from moving forward with distribution and release.

I need an actual resolution rather than another repetition of the same troubleshooting checklist.

Has anyone here experienced the exact situation where “Enroll Now” immediately returns “Unable to Continue” before the enrollment process even starts?

If so:

  1. Did Apple eventually identify an account-side enrollment restriction?
  2. Did Developer Support have to manually reset or unblock the account?
  3. How did you get the case escalated to someone who could actually investigate the enrollment status?
  4. Is there a reliable escalation channel when Developer Support email and phone support are not resolving the issue?

After more than three weeks of being unable to even begin enrollment, I would appreciate either a solution from someone who has experienced this or guidance from Apple on how this can be properly escalated.
