Hi, I am German and living in Thailand. My current Apple account is set to Germany, that's why I made another account with location Thailand.
But I cannot enroll in the program because my German drivers license or german passport is not accepted.
Of course I don't have any Thai documents because I'm German with a German passport, but living in Thailand.
How can I register for the Individual Developer Program?

Developer Support is currently experiencing a higher volume than normal but reviewing your case that you have opened, they will get back to you soon.
After six days, I received a reply from support, though it didn't quite meet my expectations.
It basically boiled down to the advice: "Turn your computer off and on again." I was told to try using a private browser window—seriously?
I gave it a try, and—as expected—it didn't work. I then called my bank to check if there was a problem. There were no issues on either my end or the bank's.
Apple hadn't even attempted to establish a connection. The bank representative couldn't detect any activity whatsoever.
And there was no explanation as to why I couldn't change the language—not even to English.
Same issue here! And I expect quite a common one. I'm living abroad, and it won't accept my passport/ID simply because it's not from the same region my Apple account is set to. Americans apparently can't imagine a situation where one could live abroad.

I have seen recent reports here in the developer forums where certain enrolment problems were fixed by restarting and/or private browsing. Apple really likes Javascript-heavy websites. But Apple isn't as skilled as others in handling cache problems after updates.

The developer ecosystem is more sensitive to scams and frauds than other, more consumer-type activity.
Americans are definitely aware of living abroad. But they're aware of it being an extraordinarily difficult, multi-year process for most regular people. The expectation is that you would have some kind of documentation from your host country regarding your right to live and work there. And if not, well, let's just say it's not a developer's market right now.
