The Digital Services Act (DSA) Phone Number Verification Message Not Arriving

I'm trying to complete the Digital Services Act (DSA) trader verification in App Store Connect, but I'm unable to receive the phone verification code.

My phone number is a Romanian mobile number (+40) and has been entered correctly. The number is active and can normally receive both SMS messages and phone calls.

I first tried SMS verification several times, but no verification message was received. I checked Messages, Unknown Senders, Spam, and blocked contacts, but there is no message from Apple.

I also tried the phone call verification option, but I did not receive a call.

After approximately four attempts, App Store Connect now displays:

"Too many verification codes have been sent. Enter the last code you received or try again later."

The problem is that I have not received any of the requested codes, either by SMS or phone call.

Has anyone experienced this with Romanian (+40) numbers or prepaid SIM cards? Is there a known issue with DSA verification SMS/call delivery in Romania, or another way to complete the phone verification?

Any guidance would be appreciated.

Romanian number is a red herring, I think. Same failure is all over these forums with +51 Peru, +55 Brazil, UK and Dutch landlines, Canadian business lines — going back to April 2024. The one that gives it away is the call option: it rings, connects, and hangs up without ever reading a code. That's not your SIM. First thing — stop retrying. You're rate limited now, every new attempt seems to push the window out, and people who asked support to reset that counter were told they can't. The thing that actually worked for someone stuck exactly like you (thread https://developer.apple.com/forums/thread/759771) was phone support. Not the email form, not the web case — request a callback from Developer Support during business hours and have them verify the trader info on their end. That got sorted in a day after the email route went nowhere for weeks. Worth quoting at them when you get through: Apple's own help page for DSA trader requirements says "If you're using a phone number that can't receive two-factor authentication codes, you can request manual verification." Nobody in these threads could find that option in the UI, so you kind of have to make support do it. And a 10-second check since it costs nothing: Romanian mobiles go in as +40 7XX XXX XXX with the national leading zero dropped. If there's a 0 after the +40 it fails silently every time.

Does that mean you are also using a prepaid SIM card?

When it comes to Apple's professional infrastructure usage, such as credit card payments and phone verifications, it strongly appears that Apple doesn't have good reach into down-market services. This is probably by design to help limit fraud. Using a pre-paid SIM seems to go against the intent of the DSA, doesn't it?

Apple is a California company so app developers are expected to play by California rules. You'll need to use the biggest companies, with the most expensive services you can find. Those payments and phone calls stand a better chance of going through.
