We submitted an app for review on the 25th August and advised Apple that this was a critical app for public safety and safety of life. We got knocked back on one small issue which we resolved straight away and resubmitted straight away but still the app is sitting waiting for review. This also includes the TestFlight version which has also been sitting waiting for review making it totally impossible to get this critical app to those that urgently need it. We have reached out to Apple support but have had no responses. We also did the expedite app review request which has had no response and no effect on getting this reviewed. This is putting lives at risk and needs urgent attention. Does anyone have any suggestions as to how we get this processed?

All you can do is wait. Many people are reporting delays from days to weeks.
The entire App Store is a consumer app ecosystem. I assume your talk of "mission critical public safety" is just internet hyperbole. Otherwise, you would be putting yourself at substantial legal and liability risk by distributing such an app through these consumer channels.
