Hello,
I've been trying to enroll in the Apple Developer Program as an Individual since April 2026. Every attempt ends right after I accept the agreement, before payment, with: "Your enrollment could not be completed at this time." The same happens in the Apple Developer app on my iPhone.
Support replied twice (April and July) with the same generic message: "For one or more reasons, your enrollment couldn't be completed. We can't continue with your enrollment at this time." No reason and no next step. My follow-ups have not been answered.
What I've checked:
- My Apple Account name and date of birth match my passport exactly.
- Two-factor authentication is on, and my account country is Saudi Arabia, where I live.
- I removed an old trusted phone number I no longer own and two old devices.
- I have never been asked to verify my identity, and I'm ready to do it with my passport.
My questions:
- Has anyone in the same situation gotten this resolved? What worked?
- If anyone from Apple sees this, could my case be reviewed? Case IDs: 102951973826 and 102873464821.
I just want to build and publish iPhone apps, and I'm happy to meet any requirement I've missed.
