Every Mac build now requires beta review?

On iOS, if you have submitted a build for beta review and it is approved, then all subsequent builds for that version number do not require review before release to external tests. Up until now, this is also how Mac beta review has worked.

But for the last two versions of our app, every Mac build we try to release to external testers is going into "Waiting For Review". For the previous version, it went into "Waiting For Review" two weeks ago, and has never been approved. Even though previous builds of that version had already been approved.

For the current version, we have a previously approved build, but the build we submitted last night says "Waiting For Review".

Is this a new policy, or is App Store Connect just broken?

Update: the build from our previous version, which we submitted two weeks ago, and for which we already had an approved build, just finally went to "Testing".

The build for our current version is still "Waiting For Review", despite having a previously approved build for this version.

Update 2: The build for our current version just changed to "Testing".

I would still like to know if there is a new policy where every Mac build has to go through beta review, or if this was just a glitch.
