How can there possibly be no solution to this after all these years, is Apple insane?

Got connected to phone support, was transferred a total of 6 times before someone telling me it is impossible to renew by phone, but also that they understand that there is no way I can renew online. It was suggested I just enroll in a new developer program. Words cannot describe how unfathomable this is to me
