Same issue here. However, mine are with two (of three) 25+ second videos. One of the three behaved normally. The second uploaded and processed normally, allowed me to select a poster frame, and has been processing that poster frame ever since. The third video never allowed me to select a poster frame. All three videos are tied to an app version update currently “waiting for review.” Worried it is going to hold things up.
