I also had this issue on iOS 16.5 But after i rebooted my iPhone, it was fixed, the option was available. take screenshot. tap the preview in the bottom left. if needed: make some annotations to your screenshot with markup. then press "done" in the top left, you should see the option "Share Beta Feedback..."
