I want to detect activity and get location,, only when user enter his/her vehicle

Dear Team I was trying to distribute app by providing personal team. but it says - Team "Digital Novac1 (Personal Team)" is not enrolled in the Apple Developer Program. please tell me difference between personal team and development team cant i upload apps to apps store using personal team??
