Developer Support got back to me, they said they are aware of the issue and are working on it. It's in their hands, not much we can do at this point.

Same issue. Seems to coincide with the rollout of the "Updated submission experience". When I visit https://developer.apple.com/account/resources/ I get an error "Unable to find a team with the given Team ID '*********' to which you belong. Please contact Apple Developer Program Support. https://developer.apple.com/support" (Team ID removed) I have contacted Apple about it. Please consider doing that as well to get their attention on this.
