Try deleting the current iPhone simulator that is installed on Xcode, and then reinstall the iPhone simulator.

Try using a different version of Xcode or changing the target deployment version.

Clear your browsing data and log back into Apple Developer and try to create the app again. Make sure you are using the correct Bundle ID.

I was able to solve this issue by updating my Xcode Version and changing the unity version.
