It seems to have started right when the new App Store Connect version was released. I first noticed it around Oct 7, and after waiting and trying again without any luck, I reported it on Oct 9.

Finally, I found the solution! It works great. However, it also works without this patch on iOS 26. It seems the logic was reverted or changed. I didn't notice the bug until a user reported it on an older iPad. Sigh... but thank you!
