Reply to APP CLIP REQUIRES BILLING INFO, WHICH I DON'T HAVE
I want to echo the complaints the about this error that others have mentioned. We make digital menus for restaurants where their customers would scan to access the restaurant's menu. There are several reports that there are some patrons that cannot access the App Clip (that's free) and blocks them from accessing the app clip and viewing the restaurant's menu with the exact error message in the original post. This is affecting our end customer and makes it really frustrating for them which in effect risks us losing some business. Is there a plan to fix this? If not, we are considering removing the app clip from our app because of this edge case and sticking to the web app we have.

Reply to App Clip card displays even if the App is installed
So Apple got back to me about this and this is what they had to say for those that are curious: "Thank you for your feedback, it has been noted. We do not plan to address this report further as a bug. This is expected behavior when scanning QR codes. We wouldn’t show the card if a user launches via Maps, Messages, or Safari. We always present the card on scannable codes and NFC so the user knows what payload is behind the code. Please close this feedback report, or let us know if this is still an issue for you. Thank you."

I would like to know this as well. Suppose someone makes an app that connects small businesses. The app developer may want to have a custom App Clip card for each small business. The number of small businesses could be 1000+ (coffee shops for example). There may be some coffee shops that could care less about the App Clip card design but I would imagine more often than not that's not the case and they want something unique to them for branding / marketing purposes. What edorphy is suggesting takes care of giving a unique experience once the user taps on the App Clip card button to deeplink into the app. But that's the step after the App Clip card appears.

Apple, I submitted a feedback form with the sysdiagnose in March 2022 with this specific error and haven't heard back since then. This is really disappointing.

We decided to ditch the App Clip because of this issue. Sorry Apple but you've got to get your act together in solving this issue for our company to come back to it.
