I found the cause of the issue and wanted to share the solution.
The problem was not with the subscription configuration, metadata, agreements, banking information, or app permissions. My mistake was in the App Store Connect review submission workflow.
I had accidentally created multiple review drafts and added subscription products separately. As a result, the submission draft contained only the subscription item(s) and did not contain the iOS app version. Because the app version was missing from the same review submission, App Store Connect showed the error:
"Unable to submit for review. Add an app version for the selected platform."
To fix it, I:
Removed the incorrect draft submissions.
Added the iOS app version back using Add for Review.
Added all subscription products (weekly, monthly, and yearly) to the same review submission.
Ensured the app version and all subscription items appeared together in a single draft.
After doing this, the submission was accepted and moved to Waiting for Review.
So if you see this error and the In-App Purchases and Subscriptions section seems to be missing, check whether your app version and subscriptions are included in the same review submission draft. Creating separate drafts was the mistake in my case.
