We had the same issue. Our steps to resolve the problem. Give the user temporarily Admin Rights. Use automatic signing in Xcode to create the certificates. Switch user role back to developer. From now on the user was able to see his team in Xcode with the developer user rights. Costs us a few hours for nothing.
