You can set the icons with the Xcode beta, but then you can’t distributed the app in the AppStore, then beta is not allowed.

I had the some problem. I resolved this with Xcode and choose the option to upload for App Store Connect and TestFlight.

Now, the subscription was approved and is working. No idea why. Maybe because I also contacted support.
