Comment on 60gb space gone after Xcode update
I do not understand what you want to ask, but do you think something unusual is happening? A version of Xcode consumes more than 30 GB. Some additional components would also occupy some tens of GB, and those may not be released immediately when updating, are you OK with that? So, consuming 70 GB temporally quite makes sense. Stop TimeMachine and keep your Mac untouched for hours and see how much space being free after that.

The incoming update is 3.6 gb > Where did you find it? If it was shown on the Mac App Store, you should better send a bug report to Apple. On my Mac, it shows 12.6 GB, and even this, it is not sufficient. Anyway, recent Xcode will consume nearly 60 GB while installing. Some parts of them are released a little after the installation is completed, but Xcode would download many components on demand and that might consume some tens of GB.

suspending/deleting the spam account is not enough for spammers. A few hours on a site of one of the greatest companies like Apple would be a good prize for spammers and they will make as many accounts as needed to get such a prize. Apple must find other ways than working with just accounts.

Swift Playgrounds 4 for Mac is just a Swift 5.5 version of Swift Playgrounds 3. It lacks many features where Swift Playgrounds 4 for iPad can do. Better use Xcode if you have a Mac capable of running it.

You can build and submit apps to App Store Connect with Swift Playgrounds 4. You can run apps using the full screen of iPad or watch super fast previews. Just that you cannot test your app on simulators or actual devices. If you want to test apps on simulators and devices, you may need to use Xcode alongside with Swift Playgrounds.

IOS does not support isinusebyanotherapplication method > True. Maybe the term IOS device was missed when the suggestion was post. You should better include iOS as a tag when you want iOS specific solution.
