This is the correct solution. Go back to your Archives window (Window -> Organizer), select the build and re-distribute as "App Store connect". Let it upload to ASC, then once it's processed you'll get a new box to the right of the internal testing group, which allows you to manually add inidividual testers. Nothing else should be recommended, this is the only solution.
