Did you ever find an answer? I'm facing the same situation!

Same problem uploading an app from Monterey Beta 6 — no acknowledgement that an upload was even attempted. Emptying the cache did not work for me. I tried it on an older Macbook running Catalina and it uploaded fine. I'm guessing it's a conflict with Safari 15.
