Same issue on our team, starting Sept 3, 2026. TestFlight installs fail with "The requested app is not available or doesn't exist" for every app on the account, including one live on the App Store. Builds are VALID and not expired, all agreements/tax/banking are Active, and the Apple Account downloads from the App Store fine. The same builds install over a cable without problems.
