Hi Luiz — I hit the exact same wall today with a Non-Consumable IAP.
That Draft Submission modal (the one that says “add an app version”) is a dead end if you open it from Monetization / In-App Purchases alone. The Send button stays disabled because the draft only contains the subscription/IAP items, not the iOS app version.
What worked for me:
Go to your app version page (iOS → the version you want reviewed, e.g. 4.8.3), not the IAP/subscriptions list.
Top right: don’t just click Add for Review.
Click the small dropdown arrow next to that button on the right side.
Choose the draft from the list.
In that draft you should see two (or more) items: your app version + your subscription group / IAPs.
Submit from there.
If the version is Rejected / Developer Rejected, put it back into a state where you can submit again (fix / resubmit that version, or create a new version if needed), then use the dropdown on the version page so the app binary and the subscriptions go out in the same submission.
Hope that helps — the new UI makes this very easy to miss.
