@ManagerScott, @Monikanta It seems Xcode tries to verify dev account (not sure about the URL) before loading the DDI and my work MacBook was blocking this due to firewall rules. I tried it on a personal Mac and it worked.

Same issue. Currently working around it after installing a build uploaded couple of days ago and then the one having issue (uploaded today).
